Anthropic appoints Tino Cuéllar as first Chief Global Affairs Officer

Anthropic has named Mariano-Florentino “Tino” Cuéllar as its first Chief Global Affairs Officer, a newly created position covering AI policy, international strategy, and relationships with governments worldwide. The appointment was announced on August 4, 2026.

Cuéllar most recently led the Carnegie Endowment for International Peace. His earlier work includes serving on the California Supreme Court, directing Stanford’s Freeman Spogli Institute for International Studies, and advising the White House, the State Department, and the President’s Intelligence Advisory Board. He has also worked on responsible computing, nuclear proliferation, cybersecurity, and California’s approach to frontier AI.

The move gives Anthropic a senior executive with experience spanning law, public institutions, international security, and technology. Cuéllar has taught AI-related courses at Stanford Law School and is a senior fellow at the university’s Institute for Human-Centered Artificial Intelligence.

Why it matters for AI builders

For developers and companies building with Claude or other advanced models, the appointment signals that government engagement is becoming a more central part of Anthropic’s strategy. Policy decisions around privacy, security, international access, economic disruption, and responsible deployment can influence how AI tools are evaluated, sold, and used across markets.

Cuéllar previously served as a trustee of Anthropic’s Long-Term Benefit Trust but stepped down from that role to join the company. The trust is expected to appoint a replacement through its standard process.

Anthropic says Cuéllar will work with policymakers, civil society, and community groups as governments consider how advanced AI should develop and how its benefits should be distributed. His arrival comes as those debates increasingly move from technical circles into national and international policymaking.
